These armors can be used for your PC’s or even for NPC’s, mini-bosses, etc. They are intended to be high-end, the equivalent of “masterworks”, the level just before artifact or secret/experimental quality.
These armors are manufactured by very specific companies, sometimes government owned, sometimes hyper-secretive, and sometimes even borderline illegal. You will also find a bit of lore about those manufacturers in the supplement.
